Who needs an EU Responsible Person?

The Article 4 obligation applies to cosmetic products placed on the EU market that are not already covered by an EU-established manufacturer, importer or distributor acting as Responsible Person.

How eligibility is assessed

Is your company established outside the EU?

If yes, continue. EU-established manufacturers cover this role directly and do not need a separate Responsible Person.

Do you place cosmetic products directly on the EU market?

Own-brand manufacturing, private label and white-label products all count, sold through any channel including online marketplaces.

Does an EU importer or distributor already act as Responsible Person?

If not, or if you are not sure, an importer becomes the Responsible Person by default the moment your product enters the EU - appointing us instead keeps that role, and your formulation data, under a written mandate you control.
